Civic issues
Topics getting the most attention in Fargo public meetings, ranked by how frequently they come up.
2027 Capital Improvement Plan and 2028 street reconstruction
Final assessment lists were confirmed for 17 improvement districts — about $52 million across 6,835 parcels — plus two sidewalk projects. Property owners in those districts will see these costs on their tax bills.
64th Avenue South traffic calming and future I-29 interchange
The city is deciding whether to add interchange ramps at 64th Avenue and I-29 by 2028, a $25-30 million project with about $20 million in federal funds. Residents with driveways on 64th fear it will become another 32nd or 52nd Avenue; staff say the ramps would fix safety problems at the 52nd Avenue interchange.
I-29/64th Avenue interchange planning
NDDOT chose roundabouts at both ramps (alternate B2) over the city's preferred alternate B1, but increased its funding contribution. Construction starts 2028.
Transit leadership transition and Ground Transportation Center move
Fargo has a new transit director, Jordan Smith, and Metro Bus just completed a fast relocation to a temporary Ground Transportation Center while the city searches for a permanent home.
2026 Construction Season and Sales Tax Dependence
The commission approved more than $14 million in contracts for street paving, water main, and utility improvement districts across Fargo, plus City Hall parking structure repairs. Expect construction activity on multiple projects this season.
2026 Federal Transit Funding
Fargo's share of federal transit money — about $3.8 million for bus operations plus capital funds — was approved, including $1.7 million suballocated to Moorhead and vehicles for Moorhead's microtransit pilot, with Moorhead covering the local match.
Ground Transportation Center and municipal court relocation
Engineers say the GTC's parking deck can't be safely fixed — new tenders have failed — so buses move to the old police HQ by August 17 and municipal court to the Civic Center by August 31. Both are temporary, with the convention center project eventually demolishing both sites, so the city is also hunting for permanent homes.
Thunder Road South sidewalk waiver
Ten businesses along Thunder Road South won't have to build sidewalks after the Commission rejected the Planning Commission's denial recommendation. Owners argued the industrial area has heavy truck traffic, no pedestrians, and seasonal maintenance burdens.
Street, water and stormwater construction season funding
The commission approved over $8 million in bid awards for street paving, water main and stormwater projects — part of Fargo's annual infrastructure improvement districts funded largely through special assessments.
2026 Street and Infrastructure Projects
The Commission awarded bids for several street, water and storm projects totaling millions, created two new paving districts, and approved a $1.35 million fix for the City Hall parking structure.
State road grant funding for NP Avenue and 45th Street
Fargo landed $10 million in competitive state grants — $2.5 million for NP Avenue reconstruction and $7.5 million for 45th Street pavement rehab — but the state switched from direct allocations to a grant system, so the city has to compete for money it used to get automatically.
12th Avenue North bridge replacement design
The bridge floods at 27-foot river stage and has gone underwater eight times in 15 years. The Commission picked the cheaper Build-Off alignment ($26-29M) and a mini roundabout at Elm Street, but construction money isn't secured — the city will pursue federal grants and any funding returns to the Commission.
